Creating a Google Ads account — without starting a campaign first
The Google Ads signup flow pushes you straight into a first campaign — pick a goal, set a budget, write an ad. If all you need is the account itself, for conversion tracking, access rights, or handing it to an agency, that is not what you want. There is an official way past it, documented by Google, and rarely quoted.
Does Google actually allow this?
Yes, explicitly: "At this stage, you also have the option to create an account without a campaign." (Google Ads Help)
And on how you get there: "While creating your account, you can skip all recommendations to create a campaign." (Google Ads Help)
So it is not a workaround or a trick — it is the documented path. Guides that tell you to create a campaign first and pause it afterwards are describing a detour Google does not require.
The dedicated option in a manager account — with a condition
If you work through a manager account (MCC), there is an explicit option for this. It is not switched on for everyone: "Eligible advertisers who have had more than $1,000 USD in spend, and are in good standing with Google Ads policy, will be able to select 'create account without a campaign'." (Google Ads Help)
What the option actually does: "This functionality allows you to complete account and billing set up only, skipping subsequent steps (including campaign creation) until a later time." (Google Ads Help)

Note the threshold is stated in US dollars, not in your billing currency.
Why you would want an account with no campaign
Three situations where this is the correct order of work:
- Tracking first. Conversion tracking, Tag Manager and the Analytics link belong in place before traffic runs — otherwise you buy clicks and collect data you cannot use.
- Handing over to an agency. The account is yours; the agency gets access to it. Creating it yourself keeps control of access levels and billing where it belongs.
- Dormant accounts. An account that exists but does not run is perfectly allowed — just remember Google cancels accounts by itself after long inactivity; the deadline is in the guide to deleting an account.
What to set up instead of a placeholder campaign
- Complete the payment profile and billing details, including the correct legal entity and tax ID.
- Set access levels: at least two people with admin access, so the account does not hang off a single email address.
- Create conversion tracking and the Google tag, and confirm they fire.
