Google Ads with no impressions — the causes, in order
Zero impressions is not an optimisation problem, it is an elimination problem: something is stopping the ad from entering an auction at all. The order below is deliberate — from causes you can rule out in minutes to ones that mean rebuilding something.
1. Is the ad still in review?
The most common cause on new campaigns is simply time: "Most ads are reviewed within 24-48 hours. However, for new accounts or specific formats like image or video, it can take up to 5 business days for review." (Google Ads Help)
Before that window is up, troubleshooting is wasted effort.
2. Is something wrong with the account or billing?
The second most common cause has nothing to do with the campaign: "If your account is suspended, under a security review, or if you have a billing issue on your account (such as billing hold or unconfigured payment method), you won't be able to run your ads until the problem is resolved." 3. Are the bids too low?

This is where very small budgets actually fail — not on the budget itself, but on the bid that follows from it.
4. Is the budget too small?

5. Is targeting too narrow?

The classic pattern: one location, plus a narrow audience, plus a language filter, plus an ad schedule. Each restriction looks sensible alone; stacked together there is nobody left to show to.
